The Board of Directors of Partners for Smart Growth is made up of a diverse group of business, professional, religious and community leaders representing Sustaining, Supporting and Regular members of the organization. Diversity aside, they all share a common trait-a significant investment of their time, talents, energies, ideas and committment towards the future of Butts County. The Board of Directors generally meets twice each month at Atlanta South 75 Travel Plaza to discuss ideas and handle the business of making sure Partners stays in sync with the growth of the community and serves the needs of its members.
Meet our Chairman....
Ed Hoard

Ed Hoard was elected as Chairman of Partner's for Smart Growth for the July 1, 2008-June-30, 2009 term of office, having previously served as Vice Chairman. Dr. Hoard serves as senior pastor at Eagles Brooke Community Church, a church he helped to found in the Jenkinsburg area of Butts County. Dr. Hoard previously served as Senior Pastor at Jenkinsburg Baptist Church and Griffin Second Baptist Church. His voice is well known in Butts County as one of calm, decisive and wise leadership. He is married to the former Gigi Leverette, who is currently the Chief Magistrate Judge of Butts County.

Dr. Hoard also was responsible for chairing the meetings committee of Partners, which scheduled and set up the monthly meetings for members, arranging for speakers and guest registration. Partners is proud to have Ed Hoard as Chairman. Ed is pictured at left with his wife, Gigi.
Meet our Executive Director
Linda Mallory


Linda Mallory has been selected as the new Executive Director of Partners for Smarth Growth. Ms. Mallory's duties will include recruiting new members, serving as a liaison between PSG and state/local government, working with the various PSG committees and helping with the monthly newsletter. Linda is a native of Butts County and graduated from Jackson High School. She then attended Auburn University and the University of South Florida School of Business.

Her work history includes Director of Communications for University Community Hospital in Tampa, Florida where she was instrumental in forming the Florida West Coast Hospital Communications Association. She also worked for ten years in various positions for MCI and she retired in 2002.

She is member of the Jackson-Butts County Rotary Club and attends Jackson United Methodist Church
Meet our Immediate Past Chairman....
Byrd Garland

Byrd Garland, Attorney at Law is the Managing Partner of the Jackson office of Smith, Welch & Brittain Attorneys-At-Law. Mr. Garland has been a practicing attorney in Butts County since 1973 and is a fifth generation attorney. In addition to chairing Partners during its first year of existence, he is also chairman of the Butts County Hospital Authority and an active member of the Jackson Butts County Rotary Club. Over the years, he has served and chaired many different boards and organizations, including the Butts County Chamber of Commerce, Kiwanis Club, Lions Club, Butts County Vision Quest, United Way Capital Campaign Chairman and more. In 2001, he was presented by the State Bar with the Chief Justice Robert Benham Award for Community Service and in 2008, the Butts County Chamber of Commerce presented him with the Shining Light Award for his role in the formation of Partners for Smart Growth.  A native of Butts County, he and his wife Tyler have raised four children. He specializes in Corporate, Business Formation, Criminal Defense, Estate Planning, Probate, General Civil Litigation and Real Estate Law. Byrd was an instrumental guiding force in the formation of Partners and was elected to serve as its Chairman for the 2007-2008 service term.
